The Parish Finance Council is a consultative body of the Christian Faithful established to
advise the Pastor in matters pertaining to the financial affairs of the Parish and to assist parish administration in being
accountable and responsible to the people over matters that pertain to the temporal goods of the Parish. The Code of Canon
Law mandates a Finance Council as it does a Pastoral Council. (These aw the only two committees mandated by Canon Law.) Canon
537 reads: "Each Parish is to have a Finance Council which is regulated by universal law as well as by norms issued by
the Diocesan Bishop."The relation between the Pastor and the Finance
Council is one of support and collaboration. The Finance Council is an advisory body to the Pastor and he should consult them
over matters that relate to the temporal goods of the Church.
The
Pastor serves the Parish community entrusted to him by the Diocesan Bishop. The Pastor carries out his role though teaching,
sanctifying and governing with the cooperation of others who share in the pastoral care of the Parish, and with the assistance
of lay members of the Christian faithful. The role of the Pastor cannot be surrendered or diminished. The authority is to
be viewed as a genuine service to the faithful exercised in a collegial manner. The Pastor represents the Parish in all juridical
affairs and is ultimately responsible for the legal, business and administrative matters of the Parish.
The Finance Council advised and assists the Pastor in his temporal duties. In fulfilling its
responsibilities, the Council must be directed by the values of the Gospel as well as by good business practices.
